RIYADH — Finance Minister Mohammed Al-Jadaan has approved seven new regulations governing contracting, procurement and quantities as part of efforts to enhance the government procurement system.
The regulations were prepared by the Government Expenditure and Projects Efficiency Authority (EXPRO) as specialized regulatory documents covering specific government procurement services. Government entities subject to the Government Tenders and Procurement Law are required to use them when preparing tender documents and procurement specifications.
The new framework is designed to provide government entities with unified technical standards and procedures to help accurately identify procurement needs, improve planning and purchasing efficiency, enhance the quality of tender documentation and promote compliance with relevant regulations.
The regulations are also intended to shorten the time required to prepare procurement documents by providing a unified technical and regulatory reference throughout the contracting and purchasing process.
The seven approved regulations cover catering services for military and security sectors, city cleaning services, urban parks, landscaping and irrigation services, security guard services, marketing services, uniforms, and furniture procurement. They establish standardized technical requirements, procurement procedures and contracting mechanisms across government entities.
The Ministry of Finance said the approval forms part of broader efforts to strengthen government procurement policies, tools and regulatory frameworks, contributing to greater spending efficiency, financial sustainability and the objectives of Saudi Vision 2030 through the adoption of best practices and improved public sector performance.
