JEDDAH — The Council of Ministers on Tuesday reaffirmed Saudi Arabia’s unwavering support for the Gulf states and the measures they are taking to ensure their security and stability. The Cabinet session, chaired by Crown Prince and Prime Minister Mohammed bin Salman in Jeddah, condemned the treacherous attacks on the territories and territorial waters of the United Arab Emirates, Qatar, and Kuwait.

At the outset of the session, the Crown Prince briefed the Cabinet on the contents of the two messages he received from President Mohamed Cheikh El Ghazouani of Mauritania and Prime Minister Sanae Takaichi of Japan. In a statement to the Saudi Press Agency following the session, Minister of Media Salman Al-Dossary said that the Cabinet discussed the latest developments in strengthening cooperation between Saudi Arabia and various countries and international organizations.

The Council commended the outcomes of the third meeting of the Saudi-Turkish Coordination Council, noting that it reflected a shared interest in consolidating bilateral relations and propelling them toward broader horizons in all fields to serve the interests of both countries and their peoples.

The Cabinet considered the selection of Riyadh to host a United Nations digital government center as confirmation of the Kingdom’s leadership and its regional and global role in supporting multilateral international action, enabling innovation, and adopting artificial intelligence technologies to build a more inclusive and sustainable digital future.

The Cabinet reviewed the quarterly report on the state’s general budget performance for fiscal year 2026, noting indicators that reflect a firm commitment to enhancing spending on national priorities, including health, education, social development, and infrastructure projects in water and energy, as part of ongoing efforts to develop and improve services provided to citizens.

The Cabinet praised the growing developmental momentum in the industrial and mining sectors throughout 2025, highlighting achievements in consolidating local capabilities, attracting quality investments, and enhancing self-sufficiency in targeted sectors to diversify the production base and boost the global competitiveness of national exports.

The Cabinet approved the establishment of the Kingdom University in Riyadh. It approved a memorandum of understanding (MoU) on cooperation in climate change and low greenhouse gas emissions development between the Saudi Ministry of Energy and the Russian Ministry of Economic Development. The Council authorized the minister of interior or his deputy to discuss and sign a draft MoU on scientific, training, and research activities with the Omani Ministry of Interior.

The Cabinet approved an agreement on enhancing sustainability and innovation in Saudi Arabia’s agricultural sector between the Saudi Ministry of Environment, Water and Agriculture and the Consultative Group on International Agricultural Research. It authorized the minister of environment, water and agriculture and chairman of the board of directors of the National Center for Wildlife (NCW) or his deputy to discuss and sign a draft MoU on marine biodiversity conservation between NCW and the Chinese First Institute of Oceanography.

The Cabinet approved a MoU on cooperation in mineral resources between the Saudi Ministry of Industry and Mineral Resources and the Tunisian Ministry of Industry, Mines and Energy, and another model MoU between the Saudi National Transport Safety Center and its counterpart entities in other countries, and authorizing the minister of transport and logistics and chairman of the center’s board of directors or his deputy to discuss and sign with counterpart entities in other countries a draft MoU in light of the model.

The Council authorized president of the Saudi Data and Artificial Intelligence Authority or his deputy to discuss and sign with the Bahraini Information and eGovernment Authority a draft MoU on cooperation in data and artificial intelligence, and authorized the attorney general or his deputy to discuss and sign a draft MoU on cooperation between the Saudi Public Prosecution and the Attorney General’s Chambers of Singapore.

The Cabinet approved MoUs for cooperation in radio and television between the Saudi Broadcasting Authority and Qatar Media Corporation and the Tunisian Radio and Television establishments. It endorsed the rules and procedures for the work of the committees for settling insurance disputes and violations.
